We sought the answers to four overall questions:
- What characterizes a culture of participation and learning in which citizens or residents participate?
- How can we encourage the creation of such a culture in urban development processes?
- What are the possibilities and weaknesses associated with working in this way?
- How can we deal with identified weaknesses?
